I do have big bag of Lecca (clay hydro balls) laying around I certainly now these are neutral and won’t interfere with water table. This could be option as substrate layer for the rain water.

Yup but U. Gibba is more aquatic, however Drosera hamiltonii grows great amongst u Gibba. I can vouch for @Lloyd Gordon the King of U. Gibba. Lloyd is the expert!
